In short: In whole-sign houses, Scorpio (Vrishchika) falls on the 7th house only for a Taurus ascendant. It colours partnership with Scorpio's qualities, and makes Mars the 7th lord — for this ascendant also ruling the 12th house. Where Mars sits, and which planets occupy or aspect Scorpio, decide how the promise unfolds. Read this as one layer of a chart, never as a verdict.

The partner and the partnership
With Scorpio on the 7th, partnership is sought with someone intense, private and deeply loyal — a person of emotional depth who values truth over comfort. The relationship tends to be transformative: it brings hidden feelings to the surface and asks for complete trust. Jealousy or control are the shadows to recognise; depth and devotion are the gifts.
Fixed (sthira) signs on the 7th are read for steadiness and permanence: partnerships that are slow to change once formed.
The 7th is always the sign opposite the ascendant. For a Taurus ascendant, the self is described by Taurus and the partner by Scorpio: the two signs share a mode (fixed) and complementary elements (earth and water), so a partner often supplies what the person is still learning.
The 7th lord: Mars
For a Taurus ascendant, Mars is classified in the general Parashari rules (BPHS ch. 34) as neutral to good (malefic owning an angle) · maraka. Because it also rules the 12th, its periods and placement mix that theme with partnership. Its house, sign and associations carry the 7th house's promise. The table gives Mars's sign and dignity in each house for this ascendant; each row links to the full reading.

Mars in the 7th is one of the placements counted for Mangal dosha. Mars here is in its own sign, which many authorities count as a cancellation. The rule is a later, popular one, very common, and read with its cancellations.
Timing
Periods of Mars (the 7th lord), of planets in Scorpio, and of planets aspecting it are those astrologers examine for partnership. Jupiter's transit through Scorpio — about one year in twelve — or its aspect on Scorpio is the classic supportive trigger. See marriage timing.
The Western view
In Western astrology the matching point is the Descendant, read for the qualities we look for — and sometimes project onto — partners. Two differences matter. Western charts use the tropical zodiac, about 24° ahead of the sidereal, so a Vedic Scorpio 7th house often corresponds to a Western Sagittarius Descendant. And with quadrant houses (Placidus and others), the Descendant need not fall in the sign of the whole-sign 7th house. Compare like with like.
