In short: In whole-sign houses, Virgo (Kanya) falls on the 7th house only for a Pisces ascendant. It colours partnership with Virgo's qualities, and makes Mercury the 7th lord — for this ascendant also ruling the 4th house. Where Mercury sits, and which planets occupy or aspect Virgo, decide how the promise unfolds. Read this as one layer of a chart, never as a verdict.

The partner and the partnership
With Virgo on the 7th, partnership is sought with someone thoughtful, capable and helpful — a person who shows love through practical care and attention to detail. The relationship tends to be built on usefulness, shared routines and mutual improvement. Virgo is a dual sign, and an analytical one; the work here is to keep high standards from turning into criticism, and to let affection be spoken as well as done.
Dual (dvisvabhava) signs on the 7th are read for flexibility and, in some classical texts, for more than one significant relationship — a tendency, never a rule.
The 7th is always the sign opposite the ascendant. For a Pisces ascendant, the self is described by Pisces and the partner by Virgo: the two signs share a mode (dual) and complementary elements (water and earth), so a partner often supplies what the person is still learning.
The 7th lord: Mercury
For a Pisces ascendant, Mercury is classified in the general Parashari rules (BPHS ch. 34) as neutral (benefic owning an angle: kendradhipati) · maraka. Because it also rules the 4th, its periods and placement mix that theme with partnership. Its house, sign and associations carry the 7th house's promise. The table gives Mercury's sign and dignity in each house for this ascendant; each row links to the full reading.

Timing
Periods of Mercury (the 7th lord), of planets in Virgo, and of planets aspecting it are those astrologers examine for partnership. Jupiter's transit through Virgo — about one year in twelve — or its aspect on Virgo is the classic supportive trigger. See marriage timing.
The Western view
In Western astrology the matching point is the Descendant, read for the qualities we look for — and sometimes project onto — partners. Two differences matter. Western charts use the tropical zodiac, about 24° ahead of the sidereal, so a Vedic Virgo 7th house often corresponds to a Western Libra Descendant. And with quadrant houses (Placidus and others), the Descendant need not fall in the sign of the whole-sign 7th house. Compare like with like.
