In short: Venus in Scorpio places the planet of love in Mars's watery sign, the sign opposite its own Taurus. It tends to give intense, passionate, private and transformative love, with jealousy as the shadow. The rising sign decides which house Scorpio becomes, and so where these qualities are lived.

Dignity
Venus is in a neutral sign, ruled by Mars. By BPHS natural relationships Venus counts Mars as neutral, while Mars counts Venus as neutral — a one-sided relationship. In practice it negotiates with Mars, whose placement shows where its energy is finally spent. Venus stays within about 47° of the Sun, so the Sun is in Scorpio or within two signs of it; when very close, Venus is combust.
The Vedic view
Scorpio is ruled by Mars, neutral to Venus in BPHS. Classical descriptions of Venus in Scorpio mix passion with quarrels or secrecy in love. Venus spans Vishakha's last pada, Anuradha and Jyeshtha. Venus never strays more than about 47° from the Sun, so it is always within two signs of the Sun's sign, and its closeness to the Sun (combustion) is read alongside its sign.
Character and temperament
Venus signifies love, marriage, beauty, comfort, art, vehicles and luxury; Scorpio is intense, private and transforming. Scorpio's fixed quality means the placement sticks with a project and builds slowly to last.
Strengths: depth, passion, loyalty and magnetism. At its best this is grace, charm and the ability to make life beautiful.
Challenges: jealousy, possessiveness and secrecy. The shadow to watch is indulgence and choosing comfort over growth.
Love and marriage
In relationships it is all-or-nothing; trust is key. Generally Venus is the natural significator of love and marriage itself, seeking harmony, affection and pleasure. Here the style is deep, all-or-nothing love. Its water element needs emotional depth, reassurance and loyalty. Venus is the karaka (natural significator) of love and marriage, so its sign is one of the first things read for relationships in any chart. The placement speaks most directly about marriage for Taurus rising, where Scorpio is the 7th house and Venus rules the 1st and 6th. Romance is in focus for Cancer rising, where Scorpio is the 5th. As a rule, Venus brings romance, affection and a strong need for harmony, beauty and pleasure in the bond.
Career and money
At work it favours finance, research, psychology and luxury trades. Professionally, Venus suits arts, design, fashion, beauty, hospitality, entertainment and luxury trades. Work-wise the fixed sign sticks with a project and builds slowly to last. The 10th-house reading applies to Aquarius rising: Venus in Scorpio is then in the house of profession. Across the twelve ascendants it scores highest for Aquarius rising and Taurus rising and is most demanding for Sagittarius rising and Pisces rising. Where money is concerned, earnings come through beauty, comfort and relationships, with a taste for spending on them. It falls in the money houses for Libra rising (2nd) and Capricorn rising (11th).
Health and wellbeing
For wellbeing, tradition favours emotional honesty. Traditionally Venus governs the kidneys, reproductive health, hormones and sugar and Scorpio governs the reproductive and eliminative organs. A helpful habit: keeping one corner of the home beautiful and expressing appreciation daily. This is traditional astrology, not medical advice.
The dispositor
Mars rules Scorpio, so Mars is Venus's dispositor. Think of Mars as the manager Venus reports to here: Mars's placement decides where Venus's work in Scorpio ends up. If Mars is at the same time in a sign Venus rules (Taurus and Libra), the two are in parivartana, an exchange of signs, a strong mutual link.
By nakshatra
The degree decides the nakshatra, and each brings its own lord into Venus's story:
0°–3°20′: Venus in Vishakha, ruled by Jupiter, neutral to Venus; deity Indra and Agni together (Indragni); for work it points to politics, competition, research, campaigns and goal-driven work.
3°20′–16°40′: Venus in Anuradha, ruled by Saturn, a friend to Venus; deity Mitra, god of friendship and agreements; its gift is devotion and friendship and its shadow clinging and holding grudges.
16°40′–30°: Venus in Jyeshtha, ruled by Mercury, a friend to Venus; deity Indra, king of the gods; for money it earns through authority and responsibility.

The same Venus in Scorpio lands in a different house, and rules different houses, for each ascendant. Each row links to the full reading:

Navamsa and the two zodiacs
If Venus is between 13°20′ and 16°40′ Scorpio, it is vargottama (same sign in the navamsa), a classical sign of steadiness. A Western (tropical) chart will often show this Venus in Sagittarius, since the two zodiacs are about 24° apart.
Venus transiting Scorpio
Time in the sign: usually four to five weeks in a sign, longer in retrograde years. Transits are judged from the natal Moon: following Phaladeepika ch. 26, this transit is traditionally favourable for Moon signs Scorpio, Libra, Virgo, Leo, Cancer, Aries, Pisces, Capricorn and Sagittarius, before vedha and ashtakavarga refine it.
The Western view
In Western astrology Venus is in detriment in Scorpio. Modern astrologers describe it as intense and transformative in love.
