In short: In whole-sign houses, Taurus (Vrishabha) falls on the 7th house only for a Scorpio ascendant. It colours partnership with Taurus's qualities, and makes Venus the 7th lord — for this ascendant also ruling the 12th house. Where Venus sits, and which planets occupy or aspect Taurus, decide how the promise unfolds. Read this as one layer of a chart, never as a verdict.

The partner and the partnership
With Taurus on the 7th, partnership is sought with someone steady, sensual and dependable — a person who values comfort, loyalty and the slow building of a shared life. Relationships tend to develop gradually and, once formed, to last. Shared pleasures, financial security and physical affection matter. The risk is complacency or stubbornness on both sides; the reward is a partnership that feels like solid ground.
Fixed (sthira) signs on the 7th are read for steadiness and permanence: partnerships that are slow to change once formed.
The 7th is always the sign opposite the ascendant. For a Scorpio ascendant, the self is described by Scorpio and the partner by Taurus: the two signs share a mode (fixed) and complementary elements (water and earth), so a partner often supplies what the person is still learning.
The 7th lord: Venus
For a Scorpio ascendant, Venus is classified in the general Parashari rules (BPHS ch. 34) as neutral (benefic owning an angle: kendradhipati) · maraka. Because it also rules the 12th, its periods and placement mix that theme with partnership. Its house, sign and associations carry the 7th house's promise. The table gives Venus's sign and dignity in each house for this ascendant; each row links to the full reading.

Timing
Periods of Venus (the 7th lord), of planets in Taurus, and of planets aspecting it are those astrologers examine for partnership. Jupiter's transit through Taurus — about one year in twelve — or its aspect on Taurus is the classic supportive trigger. See marriage timing.
The Western view
In Western astrology the matching point is the Descendant, read for the qualities we look for — and sometimes project onto — partners. Two differences matter. Western charts use the tropical zodiac, about 24° ahead of the sidereal, so a Vedic Taurus 7th house often corresponds to a Western Gemini Descendant. And with quadrant houses (Placidus and others), the Descendant need not fall in the sign of the whole-sign 7th house. Compare like with like.
